The UK government has shown its commitment to protecting the public from the harmful effects of the Internet by taking more stringent regulatory measures. This includes making voluntary use of content filtering available. However, the majority of Internet users have no filter on their home computer and in 2011, it was found that 20% of Internet users had access to online pornography, including child pornography.[67] The Department of Health estimate that the number of children who had access to online pornography in the UK in 2011 was approximately one million.[67] It is likely that the actual figure is higher as not all reported cases are officially reported to the Department of Health. The Home Office stated in 2012 that the police arrested over 1,000 people for viewing child pornography.[68]
According to the OpenNet Initiative, in 2003 the UK was second only to China in blocking access to online pornography. By 2004, the UK was blocking 91.4% of requests.[61] The UK had one of the most restrictive Internet policies in the world, requiring ISPs to block access to 100% of the sites listed in the UK code of practice for the self-regulation of new forms of content on mobiles.[62] The UK's National Online Monitoring Program (NOMP) publishes annual reports of Internet activities in the UK. The NOMP notes that in 2009, UK Internet users reported 1,658,490 complaints, of which 1,411,438 were classified as potentially illegal. More than half of these complaints were about pornography. The NOMP also notes that the most complained-about sites were pornography, dating sites, and gambling sites.[63]
In 2017 a requirement to provide a warning on porn sites before a user is allowed to view the content, to warn parents that children are accessing the site and to require porn sites to publish a message similar to the one on the iPlayer was put forward by the government.[157] The government has announced that it will consult on this proposed requirement by March 2018.[158]
The Communications Data Bill (first reading in the House of Commons on 30 March 2017) would amend the UK's Data Protection Act 1998 to require Internet service providers (ISPs) to retain data relating to any Internet connection for the purpose of detecting illegal content and give the police access to that data. Police forces in England and Wales would be permitted to access the data without a court order. The data could be accessed by the National Crime Agency or Crimewatch data.[160]
The Information Commissioner's Office (ICO), the data protection regulator, is considering whether to withdraw its support for the Bill based on concerns about the lack of protection for innocent third parties and for the need for changes to the Bill in order to comply with the European Convention on Human Rights.[161]
