Struggling to Identify Quality Forum Backlinks

I keep reading that backlinks from forums can either be helpful or harmful depending on quality, but it’s hard to figure out what counts as “quality” in practice. A lot of forums look spammy or inactive, and I don’t want to waste effort on links that won’t have real value. Has anyone here successfully found reliable sources for quality forum backlinks?
